I believe I found the problem. Over time, I think some dirt and debris collect around the pedal pivot point. If you look at the pedal, there is plastic on plastic contact. I used a liberal amount of silicone lubricant on and around the pivot point and the issue cleared up. Give it a try.

What I can say is the heat pump is a bit noisy and has vibrations you can feel in the steering wheel and center console. Mildly annoying.
