That's correct, you have to turn it a small amount. Squeezing does nothing. If it wasn't unsafe, you could hang a 1 or 2 pound ankle or wrist weight on one side of the wheel to apply a slight torsional pressure.

Just be aware that this will not work at superchargers, it is only good for Level 1 and 2 Tesla home chargers or destination chargers.
