Well I can see extension cords running thru doors and windows, as they create a pinch point that could cut the protective sheath and expose conductors. However under a garage door does not create a pinch point. Perfectly fine to do that.
Interesting its only doing it at that part of the seam and not back more. I'm guessing it is something in the piping that is reacting with the dark part. Would only show up on light seats. I'm thinkin you are kind of screwed. You will never get compensation or payment for your troubles...
