I've also had to call Ford and no one knows why I can't reserve. Everything is in place but it just fails. I owe them another call next week to escalate.
for whatever reason I'm still unable (even at crazy hours 2 AM, 3 AM, 6 AM) get through on either my Mach-E or F150. Tried multiple computers, browsers (cleared cache, cookies etc), even got on a VPN. There must be some back end issue for my account as I've run out of ideas.
I think @Tyler Durden has the approach I'd take. install a cable hatch. that allows your FCSP to be indoors but use the cable externally. Example below (not my install personally).
