Yes, the dealer also tested the health of the OEM battery while replacing the lock cylinder. The battery did not pass the test and was replaced.
I also purchased/installed an ANCEL BM300 Pro battery monitor so I can keep an eye on the charge.

I took the truck to the dealer, showed them the video of the lock spinning 360 degrees and they replaced the lock cylinder. That did not fix the issue.

I feel like I should zip tie a 10 mm long handle wrench somewhere underneath the truck in case I need it.
That video was taken before getting the 12V back up, but the behavior remains the same now that the LVB is fully charged. Voltage doesn't seem to have any affect on the lock behavior.
All, thank you very much for your help with this. I was able to unlock the truck by:
(1) Removing the wheel/tire
(2) Removing the wheel well liner
(3) Locating the underside of the positive jump terminal (it's not possible to access the top of this terminal as there is a red plastic cover on it...
I did read that this was required and also read that keeping the battery disconnected for 30 minutes would do this - that is what I did. Is there another way to reset the BMS manually?
Good thought. I tried three things to rule out ice: (1) Hairdyer for 10 minutes, (2) Heat gun with higher temp than hairdryer for 10 minute and then I setup a "tent" with a spaceheater that delivered 80F (measured via thermocouple) for an hour and half. No luck...
