Your battery age tells me that your BECM itself was replaced. Variations aren't too bad, I think you'll slowly get SOH back of the next couple of months as the new BECM learns the battery.

And be patient with SOH. My own experince was that balancing will show up as small improvements in SOC variation and Voltage variation, and a couple of charge cycles later the SOH would bump up incrementally. Remember that SOH is an estimate constructed by a computer inside your battery...
Doesn't Ford specify 22 days for full learning and calibration? I highly suggest a gentler approach. I would not try to push zero with an unbalanced battery, it will stop operating when the lowest voltage reaches threshold, even if estimated capacity is still some soc>0.
My SOH was 98.5% before going in for similar service. It was just over 80% afterwards. Today it is 99.5%, but it took 3 months to get back. As others mentioned, the battery needs time and cycles to balance. Charge to 100% and leave it sitting untouched on the charger for several hours...
I just failed the inspection as well. This isn't a s surprise to me since my backup lights haven't been working for months. What is a bit of a surprise is that, according to the service rep, failure of the lights themselves wouldn't cause an inpection fail, only the presence of screws!

I need to clarify with the dealer whether the bad module is the new one. Looking at my charge history, I suspected is was bad out of the box because it 'falsely' charged to 100% the first time the dealer charged it.
