This solves everything. No banner at all.

This was the culprit. The USB/Lightning cable has intermittent connection issues. I wiggled the wire near the Lightning connector and the charging indicator flashed between “charging” and not charging and every time it started charging the banner appeared. My bad! I’m sorry I was so abrasive.
