Almost 21K miles and my lifetime average is just over 2.3 miles / KWH. Driving around town it's usually higher, and high speed freeway trips are lower.
That does seem rather odd. Unlike the condenser, the evaporator is not is a location likely to get mechanical damage from something kicking up on the road.
That also seems awfully expensive, but I'll bet a lot of that is labor just to get near the darn thing. Might be worth getting an estimate...

I would agree with your electrician that the breaker looks like it got wet. You can also see similar white indication on the black wires below the breaker in your 2nd photo.
