I figured it out and got it to work. As stated before you have to do it when the iPhone is connected to carplay. Also, I found that skipping the charging networks and just adding the vehicle is the way to go. You can then go back and add the charging networks late. This apple support article...

I had something like this happen last spring with my Emporia. I got a charger error and contacted support. After checking a few things, they sent me a replacement charger. I sent the old one back with a prepaid shipping label. Now that is service!
