I tested this today. I was at 3 km range. I exited the highway and had to stop at the light at exit ramp. When the light turned green, I couldn't move any longer. Range dropped to 0km and 0%. When I try to accelerate, nothing happened. So waited a couple of minutes to try and see if any changes...
