I haven't bought the new front bumper harness yet, but I'm assuming there will be a smaller plug "downstream" from C134 that the CCM/radar unit actually plugs into. Instead of plugging the CCM in at that connector, I would just create my own harness and run it back to IPMA through the firewall...

Yup. Weird, unexplainable, and sometimes unrepeatable things can happen when low-voltage batteries are weak/bad.
OP, hopefully it's just the 12v battery causing these issues.
