Well if it helps, it looks like you have a TCU update in your list that should come as an OTA while you're out driving around in a 3-bar AT&T coverage area. I would check and set the update schedule to a time when you're likely to be driving the truck (like on a commute).
UPDATE: After getting TSB 23-2050 from service appointment and Power-up 4.2.1 via OTA I’ve now received 4.2.1.2 power up via OTA. This update specifically calls out the modem connectivity.
...So I don't know if jumping directly from Sync 539 to 713 is possible.
For most people with Mach-Es or '22 Lightnings, OTAs 4.1.1, 4.1.3, and 4.2.1 were all gateway (GWM) updates. And for many who got 4.1.1 as an example, the next thing they saw instead of the new Sync UI OTA 4.1.2 was OTA...
I have only received two updates OTA: 4.1.1 mid feb and 4.2.1 a few days ago. Everything else I used FDRS to get including the UI update. I just got tired of driving in circles waiting for it to come.
Well you can start looking for 4.2.2 then cause that same APIM update that is 4.2.2 was in my software update list this afternoon literally before OTA 4.2.1 had finished installing. I have updated using FDRS and now have Sync 713 (like my Mach-E has).

I hopped in the truck to move it over to the shop to do the update and noticed I had a software download for PowerUp 4.2.1 that said it had "not completed" but the notes were there. (On the Mach-E OTA 4.2.1 was a GWM update and the notes on the Lightning matched what...
I'm not in the EAP but got the interface update and got every update in sequential order, though a little delayed from the initial waves at each stage, I kind of like being in the middle of the pack...... BTW 4.2.1 just came in today for my truck 23 days after it hit the streets.
...and saw I had an APIM update for my truck (surprise!) and started it up to move it to the garage and saw that I had also just gotten PowerUp 4.2.1 today.
I'm doing the APIM update as I write this and am currently waiting the "10 minutes with the vehicle off and driver's door open" time to...
...until we arrived home and I checked my phone, noticing a F notification mentioning the update and further information in the Fordpass app confirming that 4.2.1 had been received and installed.
No substantive changes to the view and operation of Sync4-A, my prior updates were 4.1.3, 4.1.2, 4.1.1.
Multiple people have reported receiving 2 of the 4.2.1 updates, and they seem to do different things. There was one that went out 2+weeks ago, and then the was one referenced in this thread. That description seems like the other, earlier, one.
