My guess on the repair estimate is that they are replacing the harness. Sometimes a manufacturer will say certain wiring has to be replaced if damaged, that repairing the wiring and connectors is not a recommended repair due to certain factors.

My dealer knew about the Replenishment program, but had never used it. They agreed to order my Lariat through the program, and it showed up at the dealership on a flatbed just a few days later. They said it was so easy to do that they'd be using the program a lot more in the future.
