The first point above may be at least part of my issue. I am a battery longevity FREAK with my phone so I always close all apps every time I use the phone. I just checked and when you close Fordpass (not just go "home" but actually close it) the app is DEAD. There is no android service started...

Yes, both parts are needed. The controller that is in the truck does not have the right hardware nor firmware to actually work as a brake controller.

Thanks for your help @Jesse-Infotainment , I was able to work with the dealer I bought the original kit from and exchange it for the correct one you mentioned above.
Note that the "consequences" were that sometimes on start up I'd get a TRM fault message with the incorrect module.
This is honestly one of the biggest points of confusion for me and one reason why I ordered the wrong thing. All of them for the F150 say that including ML3Z19H332AB.
