I ordered fairly early and always save all marketing material, brochures, etc. There was no mention anywhere of a subscription fee.
In fact, this Verge article dated in August 2023 seems to indicate a change in how they handle this...
I was told by my dealer that there is no fees for Blue Cruise when I picked up my vehicle two years ago.
On pickup he even had me take a screenshot showing the year 2073 for expiration of Blue Cruise.

If I set a location preference it goes haywire and keeps stopping/starting charging 2 to 3 times per minute. It does this outside the permitted the charging window.

I would tend to agree. However this was done 3 months ago and it just became a problem now. Plus it started almost immediately after I got a PowerUp refresh.
