What problem does undercoating solve? Surface rust on the frame is a cosmetic issue. In my opinion, black oil on the frame is also a cosmetic issue.

I guess if you really hate the sight of rust when you get down on your hands and knees it's worth doing. I'll use my appearance budget for ceramic coating and carwashes.
If I knew it would look like this forever, with just minor cosmetic issues out of view, I wouldn't care, but we plan to keep this truck for a long time and put it to good use. I realize these areas aren't paper-thin body panels, but I worry that over time it will become a structural issue, especially on the frame where I can't just swap out a component for a few hundred bucks, or that excessive rust near suspension joints would eventually hamper operation or gum up/prematurely wear the joint with rust flakes.

Personally, I'm not concerned about structural rust... however I also wash my truck regularly so salt and road grime aren't around long.

Undercoating definitely works. I used to have an F150 that the previous owner had undercoated regularly; it didn't even have surface rust...it had black stuff all over but no rust.
