(e)(3)(B) seems to refer specifically to the final two-quarter phase-out of the "old" credit, i.e. the two quarters in which a manufacturer (not Ford) is eligible for the 7500 / 4 = $1875 credit. I'm too lazy to figure...
tl;dr: my opinion is that the transition rule only protects EV's otherwise affected by the IRA Part 4, Section 13401(k)(2)-(5). All the rest (all F150L's) get to use the "old" credit until 12/31/2022.
