Actually that 20A plug was a step in the right direction by whomever installed it.

Not exactly Roy. You call, you pay. Tow company will not tow some one else's property. That is theft.
In most states property owner would have to get permit to enforce rules. Permit would probably state what signage needed to be installed. Then property owner could have cars impounded.
Thanks Rick. My daughter complains of walk away lock. Unload one twin, carry into house back to garage to get other twin car locked. I would think others with small ones may have same. With them walking now may no longer be problem.
Load them if you can. Run something on each. 120 and 240. Not at the same time.
A DMM will, under certain circumstances, read voltage where there is none.
Not saying it is your circumstance, but you may want to look into ghost voltage.
You don't produce your own food? Do you steal it? If someone else grows it, you are on the grid.
If you are not on the electrical grid, that is impressive. But it is not off the grid. It is off the electrical grid not living off grid.
