Not completed means the OTA failed for some reason. You have to wait for it to be resent. Until then, you will see that message there.

The IPMA update not enabling the config for BC 1.4 is a known issue. This is why there is another IPMA OTA that is config only that enables the features if the IPMA update that updates the firmware doesn't update the config. The config only OTA is IPMA-DC-24.204.8.27.
