Purely from model S experience, one pedal...slowing...is a factor of how much you back off the pedal.
Sure in a stick you can coast or down shift with no brake light.
But when you are on the highway and let of the "gas" and slow rather significantly, you want the brake lights to illuminate...

I wondered about this on our S. While I can't confirm by viewing the tail lights, I do know the graphic on the instrument cluster of the S shows the brake lights coming on when you are one pedal driving. I don't drive the car enough to know if there are times where the brake lights do come on...
