This is not a walk in the park. I broke several parts of the emblem.

Watch this video as a guide first:

There is NO emblem access from the inside of the tailgate. Don’t waste your time, I opened up the plastic backing and found no way to reach it. Slowly work your way around clockwise with the Scotty Peelers at opposite sides, you will most likely snap one of the two or both of the stabilizing pins that clip the badge into the tailgate, this should not impact your ability to attach it with 3M in any way. Remove the adhesive.

Pop these off: WEAR GLASSES or you will be taking a plastic shard out of your eyeball with a q tip like me

Remove the pieces (shown in video link above) and sand down with P240. Chrome will take a long time, scuff it good, the rest will be quick. You will break things. I broke the oval ring and the inside part of the F of the FORD outline. Breaking these did not impact anything. CLEAN dust off and wipe with isopropyl.

LAST STEPS:
ASSEMBLE AFTER APPLYING GLUE (watch video above)
LIGHTLY SAND BACK (where the 3M adhesive is going, clean back with isopropyl)
INSTALL

With proper taping, do you think it would have been possible to do that while decal was still attached?

I would say yes but I feel like getting the paint around the smaller pieces is pivotal in getting better adhesion. I sanded around the oval on the back side of the emblem and it was sticking very well. Definitely doable, but removing each piece and sanding it prob gets better results. They sell larger adhesive badges (7" and 9" without the two prongs) and what I'm wondering is if maybe that was the route to go here. The larger badge would fit right over the sunken-in area and seal it off. I think of all of the other options I would have also gone that route. You could fill in the sunken area with more adhesive and that would stick also. Just some other options in case you weren't 100% set on painting.

Good quality here:

Absolutely cheapest option at $11 but they are scratched:
