Time-of-use charging is between the utility and the EVSE (at least for my setup - the utility talks to my Chargepoint charger to know how much power the EVSE is using and when). So the EVSE knows not to charge until the rates go down.

If you use a Chargepoint charger (I have a CPH50 set to 48 amps on a 60 amp service) for home charging, the Chargepoint web interface (not the phone app as far as I can tell) will give you detailed usage info and allows for downloading .csv files, sorting by date, etc.
I use the Chargepoint too, and it has worked flawlessly. Setup and connection to GMP was easier than I could have imagined. Sadly, GMP will only give you one if the ev is registered in VT, and mine is a company vehicle registered in Massachusetts.
