Ford dealer chargers are public use?

I have never used one but they are open to the public right?

the dealer near me parks all their EVs there and doesn’t seem to make it easy to use.

Those chargers are not Ford Charge, but it's always up to the dealer whether to offer public charging - hard to know what's going on from the photo, what dealer is this?

It's pretty silly to be in a business selling vehicles and then to block fee-paid chargers from being used. I get blocking your free chargers from being used, if you don't want people using them, but blocking your paid chargers from being used it's pretty stupid business.

Considering the low cost of someone plugging in while they shop for a $70,000 auto...blocking the chargers seems toxic to gaining any new customers...why pay to install chargers then not let anyone use them?
If they don't want anyone to charge for free, install pay-to-play chargers instead?
I can't understand the rationale.
