I have my home setup to charge from 10pm (clean energy time) to 10am each night. Sometimes I need to start the charge earlier than scheduled

Why do you need to start the charge early? There may be another way to do what you are trying to do. If you elaborate someone might be able to help.

Starting a charge defaults to 100% charge target

That is as-designed behavior. I use it to charge during non-preferred times when I want more SOC than my everyday max. It is very useful for this application.
