This TSB is specific to the 2022 Lightning (North America market trucks only).

Issue: Some of the vehicles listed in the Model statement above may exhibit an illuminated ABS indicator and stability-traction control indicator with DTC C1013:09 stored in the ABS module. This may be due to software in the ABS module.

Action: For vehicles that meet all of the criteria in the Issue and Model statements, follow the Service Procedure to reprogram the ABS module.

My note: If this situation applies to your truck, it means for all practical purposes you'll be getting an update for all of your powertrain modules. Powertrain modules are scripted to be updated together as a group. So even though the ABS module might be the only one that technically needs to be updated, if there are any other modules in the powertrain group that have available updates, they will get updated at the same time (e.g. PCM, BECM, SOBDM, SOBDMB, SOBDMC, as well as the ABS).

Could it be related? Also is a TSB something Ford pays for, or the customer (when out of warranty)?

TSB is the procedure they follow to address a specific concern. In warranty or out of warranty, regardless.

But yes, if out of warranty, you would pay for the software update.
