I finally had the dealer look at this tailgate issue, twice actually. The first time they "adjusted" my tonneau cover and called it good which of course didn't fix anything. Last week I took it in again (with the tonneau open... :) ) and they ended up ordering and replacing both of the tailgate latches. Now it works perfectly! Something was wrong with them from the get-go; seems like it should have been caught at the factory but just happy to finally have it fixed.

Ford will knowingly install bad parts to keep the line moving, they say it costs less to pay a dealer to repair it in the field. The dealer you bought it from should have caught it during the PDI.
