That's just dumb.
Battery out of vehicle is different from battery in vehicle.
Gas tank not in vehicle different from gas tank in vehicle.
It was a removed battery fire, not a vehicle fire. That is the source of the fire was a removed battery, not the vehicle.
A removed EV battery being serviced by a Ford doofus could be shorted out accidentally causing a thermal runaway and a fire that burned the Lightning.
If it caught fire when it was in the truck because of an internal defect, then call it a Lightning fire.
It also burned the shop so maybe it should be called a repair shop fire?
If the gas tank is removed and sitting on a lift, then it catches fire because someone is careless with a match, blow torch whatever, how is that a vehicle fire?
An ICE Ford Ranger with a short that starts a fire and the gas tank explodes, now that IS a vehicle fire.

Pedantic ....... once again the components or the entire chassis whether intact or separated caught fire, nu'ff said.

If I pull the battery out of a quad copter, and it then catches fire cuz I carelessly shorted it, is it ok to blame the quad copter for the fire?

I'm curious if the MoCo has the 'data' about why this truck was in for service?
Did it have a troublesome HVB, was there a suspected bad module that was planned for replacement?
Were the conditions of that presumed bad module, so bad that extra safety measure to isolate it from the pack and the workshop should have been taken?
Many questions few answers.
