Texas is less restrictive. You can sit on your sofa and your Tesla shows up. YOU (LA) would have to drive out of state. That reduces the possible population.
I suspect if you could find Tesla ownership ranked by state on a per capita basis, LA would be well below Texas.
A quick Google search shows this is not correct.
In Texas, you can order it online and Tesla will deliver to your home from out of state.
In Louisiana, you can order online but YOU must take delivery out of state and then drive or ship it home.

I would be shocked that you can't beat X-Plan. Also, with X-Plan you get any rebates, but you cannot negotiate any other discounts with the dealership.
Louisiana is in the bottom 10 states for EV adoption.
