Chattering passenger seat with no passenger

Does anyone know how to fix a passenger seat that 'chatters' while going over rough roads when you don't have a passenger?

Seat or belt .. I know my belt makes noise if the felt isn’t toward the plastic …

Seat -- it's shaking and 'giggling' and makes a chattering sound.
