Hmmm, I'm not sure what the problem is here. I mean, so what if the outlets are active? Why is this a problem? You don't have to use them after all. The outlets in your home have power supplied to them all the time. It would be quite inconvenient to have to go to your panel and close in a circuit breaker every time you needed a hot outlet. I have the opposite problem.....Wish the 240v power would come on automatically. I want 240v power available in the bed all the time....not have to go through machinations to get it to work.
I was taking the onscreen message at its word, that PPO being on might reduce charging speeds. I do not have any proof that it does so... has anyone measured it with and without PPO being on and seen any actual difference in charge speeds?

OK, yes, I hate that message popping up. How dumb is that? Of course if you're using power through PPO charging will take longer.....Duhhh! I certainly haven't tested it, but I certainly believe that, as in most any electronics, there is only a minute amount of power consumed just having outlets powered up. If you actually have something plugged in and are drawing current....work is being done and power consumed. Otherwise, power is just available. But yes, it would be interesting to see how much "idle draw" there actually is......I bet it's minute>
