Holy crap...now I remember why I stopped taking my 1995 Crown Vic and 2001 Ranger to the Ford dealership for repairs and found a good local mechanic!

I bought an extended warranty for my 2023 Pro just in case some sheet like this the OP is describing happened.

About this time, I'd be talking to a lemon lawyer in my state.

Do we know the name of this dealership?

Time to warn people off perhaps?

UPDATE:
The heater module was indeed the failed part. Once replaced, it fired right up. The whole truck was defeated by a freaking kettle.

UPDATE:
The heater module was indeed the failed part. Once replaced, it fired right up. The whole truck was defeated by a freaking kettle.
You need to lawyer up or else you're not telling the whole story, you seem to gloss over the fact they took almost 8 grand of your money for nothing or did I miss the keystone of this story?

Yes, this is not all rainbows, sparkles and unicorns, what about the un-NEEDED $7700 wiring harness> Is the dealer writing that off

I would think if the dealer followed the full testing procedure, it didn't fix it and come to find out it was caused by a short in the PTC then Ford would eat it due to the testing procedure being insufficient. Not disconnecting the PTC before testing likely made the harness test bad if there was a short even if the harness was actually still good. From what I hear a PTC short is extraordinarily rare so it's actually pretty likely the diagnostic didn't require a disconnect before testing the harness. I'd be willing to bet that it will very shortly.

Glad you got your truck back in working order, hopefully it provides many more smiles in the years ahead!
