The config to the APIM only adds the button to the touchscreen. You would need to also make a config change to the IPMA to enable the feature itself. However, the IPMA must be at certain level in terms of the software on it for this to work.
If the dealer updated the modules, it does not activate the new BC. You would still have to wait for the OTA to come in or you can enable it yourself with FORScan if the necessary updates were done.
Unfortunately, "not complete" means the OTA failed for some reason, so you would have to wait...
I don't think that is what happened in your case. When an OTA trigger is activated for an update that requires the vehicle to be inhibited, it has a 30 day timer to install before the update times out on the server. We assume this is done to allow the update plenty of chances to install in case...

The only reason the IPMA would not be showing a pending update is if it was already updated. Looking back on our convos via PM, the dealer updated your IPMA/PSCM on 12/20. It is already on the BBC version which is the latest for BC 1.4.

Hard to say what is causing this on your truck. We'd need to see the codes it is reporting for a clue as to the cause. The dealer would see the same codes we can see with the VIN. This seems more like a hardware issue than software, so it is very unlikely that it can be addressed remotely.
You'll still get the update even without Bluecruise. You'll get improved driver assist performance on things like lane centering, lane keep assist, etc.

My truck thinks I wear it. That's why I never noticed. The only time I wear it is when I get on the highway, which is maybe 2 times a month? 20k miles in 3 years/4 months since my daily commute to work is 2 miles each way.
