Yup, in hot weather, the fan kicks in very harshly.

In cooler weather, the fans don't spin, but there is a buzz.

So in other words, hearing a faint buzzing in the cabin is normal. Can't wait until my pregnant wife drives with the radio off lol

While charging in the cabin stationary, yes.

While driving, I have not heard any noises in my Lightning the past 6 months.
