If you don't use one pedal mode, will the brakes always apply regenerative braking (assuming battery capacity less than full)? At what point would the physical brake pads be engaged? (Hard braking only, full braking only), etc.

Ford uses blended braking through the brake pedal, so if you choose not to use 1-pedal drive, you still have full regen capability through the brake pedal. The transition to friction brakes will happen at very low speed (<5mph) to bring the vehicle to a complete stop, or if the decel limit of regen is reached/exceeded. The easiest way to gauge this is by watching the regen bar. If you keep the bar in the green, you are good to go, if you exceed it, you've dipped into friction brakes.

And to be clear, there is zero difference in efficiency using 1PD vs. not.

Not according to the "Braking Coach". The instrument panel pop up that tells you how much you regened every time you come to a full stop.

Using the brake reports a <99% score, 100% of the time.
Using 0 brakes with 1PD reports 100% score, 100% of the time.

Unless you mean using the brake pedal with 1PD on vs off. If so, then ignore me.

I've gotten a 100% rating a lot from the "Braking Coach" using the brakes. It's definitely possible, you just have to stop slowly, similar to how you would come to a full stop with 1PD and not touching the brake.
