Just as a side note in California the home owner can apply directly for the permit. So if it is a time issue for the Electrician you could do the leg work for the permit yourself.

I always get permits and have the work inspected. I also do the work my self as the home owner which is also allowed in California.

What about the site map drawing, not really my area of expertise? This is from my cities permit requirement

You can copy the tax parcel map and add the house and panel location and new panel and old panel Locations . They just want to know where you are putting things and making changes. My county accepts hand drawings. I use the same site plan over and over again.

You may be able to get a site map from a previous permit on the property and modify it

Talk with permit department they are usually willing to help you out with whats needed.

Description: Adding a critical load panel with transfer switch. Include data sheet or description sheet for the Generac model your using. List wire sizes and types. Your electrician should be able to give you this informtion (ie thhn wire size in conduit or romex wire size)

Cost: Just a reasonable estimate. They will base the permit fee on this. That's it real purpose.

If your not sure go in and talk to the department. They want you to get the permit and are willing to guide you. You can always decide after you talk to the department you don't want to do it your self and look for a contractor who will do it for you

Under License Description put home owner or the electrician license who is doing the work.
