Unless they are going to phase that decal out in favor of a federal line item, its double taxation and is not at all fair.
No, that won't happen, ICE vehicles are double taxed for fuel excise taxes, State & Federal, same/same for EV's

One aggravating issue with the state-imposed 'EV Road Fee' is that we don't get to pay this in dribs and drabs, over the year, as gas and diesel vehicles do : we must pay it ALL AT ONCE each year, AND, at the same time we pay our tag fees.
There is no 'monthly pay' plan. There is no 'pay it over time as you drive' option.
There's also no 'refund' of any of this cost when we sell, or trade...

although, technically speaking, it's only about 55cents per day, here in Georgia...

I've advocated for road taxes to be added to DC Fast Charging, since that means that not only us locals might pay some, but even Out-of-state drivers would contribute. They use our roads, too. States, though, don't get to pass on that cost when we 'charge' at home, otherwise.

True in GA, but some states have a pay as you go plan, like the Mileage Choice plan in Virginia.

The program in Virginia is paid in "dribs and drabs," in a way.

You put an initial deposit of $15 for each vehicle into a "wallet."

As the mileage is reported (via the gps obd device) they charge your "wallet" the appropriate amount for the mileage driven and when the total in your "account" falls below $15, they charge your bank account or cc $15 per vehicle to replenish the "wallet."

They give a monthly statement showing the miles driven and the charges.

Once the "dribs and drabs" add up to the maximum use fee you would have been charged at registration, no more charges accumulate.

Once a year, you "true up" the mileage, by up-loading an image of the vehicle odometer, since the odometer and the GPS will differ slightly (GPS going up hill of down hill will under-report the mileage the wheels have traveled on the road surface because it is satellite based and doesn't account for terrain).

Here's an example for my Lightning in April 2025 - charged $1.92 for 174 miles driven, also shows March 2025 where I was charged $2.72 for 246.5 miles driven - the maximum charge for the year would be $128.14 if paid at registration instead of being in the miles driven program:

If my mileage remains at these levels, the program will cost me $100 less or so for the year than if I paid the full fee up-front at registration.

You could try lobbying your state reps to implement a program like the one in Virginia.
