I'm wondering what exactly "According to Ford’s records, some of the affected vehicles may not have the remedy for Safety Recall 23S30 installed correctly." means.....

Lawyer-speak translation: "We know we screwed up, but we are not admitting it."

I sure hope Ford makes those that had to pay for their repairs whole.
I hope so. I just posted in the other thread my bar was replaced on Tuesday. They finally covered the part but I still paid 200 for labor

I would take this recall notice directly to the dealer and ask them to fix it. They should be able to issue a refund after tracking the recall.

If you read the recall carefully it talks about the backup lights flickering or failing.

I did have the light bar replaced under the previous recall , even though it had not shown any water intrusion up to that point.

Interested to see what the end result is here.

I am on my third replacement light bar.
Since the factory installed light bar failed after a prolonged raining event, I scheduled an appointment with the dealer to replace it. Had to wait 3 days for the part to come in. Those were the days when all parts were dedicated to production. The second tailboard was showing condensation after a prolonged raining event. Took the truck to the dealer for a customer satisfaction visit and an update, which they replaced the light bar again to satisfy the recall.
Lately the rain has been constant for almost three days and was time to check the light bar again. No condensation was evident.
In my opinion the light bar is a vendor issue. It is not an installation issue, otherwise the factory and the dealer installed the light bar improperly.
I just don’t know how many times we have to replace this expensive light bar before they can make a sealed unit to withstand the weather. The truck’s brake light assemblies don’t have that issue but the light bar does.
To me the light bar is not an inconvenience but I find it a bit comical when the dealer on a regular visit will replace the light bar because there is a recall.

Recall reimbursements will come directly from Ford and the official mailed recall notice will have instructions on how to submit a claim.

What isn't clear from the wording is whether everyone will get a new lightbar even if it's already been replaced. What I suspect, and this is just a guess, is that the replacement bars since the first recall are fine but the way they were installed may let water in. So they may just inspect for water, and if none, they will reinstall it using a new procedure.

The wording of the recall notice that says the lightbar "may not have been installed correctly" suggests that the part is fine but the way the dealers were instructed to replace it was inadequate to prevent water intrusion. Due to the nature of the part it may require sealing engagement with the body or other component to prevent water from getting in. That's just a guess though.

My guess and your guess could be correct. This started from the factory and it continues to present.
I believe engineering is looking into this because it is a high rate replacement part. These light bars are expensive.
