Couldn't one disconnect the system from the OBD-2 port, manually charge the battery, and have a device that flashes LEDs at a person too close to the vehicle, perhaps avoiding a problem?

You'd have to hack it.

When the system went offline, the device kept trying to connect until the battery died. That reset the unit.

To activate monitoring you have to control the unit with the app. The app no longer connects to the unit, so you can't reactivate monitoring.
