I've seen a few articles about states adding an EV fee to account for the missing revenue from gas taxes. I'd be ok with that IF it's based on the mileage driven. End of the year, you report your odometer and a road tax is levied based on the difference from the previous year. Then it'd be fair.
I wouldn't be surprised to see some type of "over the air" mileage reporting to the government. This would seem intrusive but would be a fair way to pay as you go.

Virginia uses a private company (EMOVIS) that reports mileage from vehicles with telematics (like Lightning) or an OBD dongle. It works a lot like EZ-Pass, deducting a little over a penny a mile from a running balance.

There are a couple of flaws. The only way to sign up is when you renew annual registration; new vehicles can't enroll. And, since raw mileage data doesn't report location, it doesn't recognize state boundaries. You pay Virginia use fees no matter where you are driving. That should be comforting for people concerned about intrusive data reporting. Alternatively, they can just pay the annual fee of around $125.00 (equivalent to about 12,000 miles). I'd rather have mileage reporting done at the annual state inspection. It's recorded and reported and the reading appears on CarFax reports.
Hello,

We are happy to inform you that your 2022, FORD, F150, ###-#### is actively reporting mileage.

Thank you,

Considering how simple and preexisting the annual inspection solution is, there are only three possible explanations for PAYING a company for electronic mileage data collection: legislative incompetence, graft, or they're collecting something valuable beyond your mileage data.

Unless they're willing to open the protocol to inspection (they can still encrypt before transmission for security), nobody should plug a device like this into their car. If they did you'd probably find something you don't like in there - things they don't need for the stated purpose of metering road use taxes. "Reasonable" people are already using their OBD2 port for better, nerdier purposes anyway.

Chevy Bolt and it's a great car.
Actually, I think they cancelled it because they don't want it to compete with the upcoming equinox EV.

This morning, GM sent out an email promising the Chevy Bolt will return. Whatever that means, I suspect the $30,000 Equinox made in Mexico is proving to be a tough vehicle to provide.
Thank you for being a Chevrolet Bolt owner. We appreciate you entrusted us with adopting the EV lifestyle and have heard your overwhelming response to its importance.
Chevy is debuting an expansive EV lineup this year with Blazer EV, Equinox EV and Silverado EV. But we only got here because of Bolt — Chevy’s first long-range,1affordable EV — and because of loyal customers like you. That’s why we’re excited to make this unprecedented announcement …
BOLT IS CHARGING AHEAD!
We understand your love for the Bolt, so Chevrolet is bringing the Bolt back. We hope you are as excited as we are, and we will share more information in the future.
Again, thank you for your continued loyalty. We look forward to an electrifying future together!

Tough as in difficult to produce...
...at that price point. Plus, GM has what seems like an ongoing disaster supplying Ultium batteries.

I think Equinox and Blazer are both to be assembled in Mexico at Ramos Arizpe. The Lake Orion, MI plant where Bolt is produced is being re-purposed at the end of Bolt production this year.
