What info did you have to give the utility in order to participate in the program? Do they access the EVSE or the car?

They have access to the EVSE. I was provided a "connection code" to input into the Chargepoint app, as seen below. It then populated the charging plan and activated, all in the Chargepoint app:

In that case, I suspect your idea to allow the EVSE to control the schedule will solve your problem.
