I know the dfinition of MSRP for the tax credit excludes destination fees - but the form from Ford and the official IRS form 15400 ask for "Vehicle Sales Price". Do dealers actually put Vehicle Sales Price and the government knows if its eligible based on #governmentways. Or is this poorly labeled?

They know the MSRP.
They put in sales price as MSRP plus the price of any manufacturer installed options from the form 15400 instructions which you can see on the IRS web site at: https://www.irs.gov/pub/irs-pdf/f15400.pdf

30D MSRP Limitation
If the MSRP of a new clean vehicle exceeds the applicable limitation for its vehicle classification, then the vehicle does not qualify for the credit. For section 30D purposes, the MSRP. 30D MSRP is the manufacturer suggested retail base price of the vehicle plus the price of any manufacturer installed options. See the vehicle's car label. The MSRP limitations for each vehicle classification is as follows:
• Vans, SUVs and pick-up trucks have a MSRP limitation of $80,000

I read that. Nowhere does it say that they put in sales price as MSRP plus any options. It tells them to put in sales price.

The question I answered was clear. Does the IRS know the MSRP for any vehicle? Answer - yes, they do, as it is reported by the manufacturer.

Here's my take. Form 15400 has two uses: 30D (new) and 25E (used).

For Section 30D, the dealer needs to know 30D MSRP. They define it as the manufacturer suggested retail base price of the vehicle plus the price of any manufacturer installed options - as listed on the sticker. So by this definition the dealer should not include D&D (and I believe mobile charger) since those are not part of the base MSRP and not a manufacturer installed option. Dealer is not to complete the form if this number exceeds the 30D limitation ($80K).

Separately the form is asking for Sales Price which appears to is only be applicable when doing the 25E (used) option based on the instructions. I.e., it can't exceed $25K. Line 10 Sales Price is not included in the instructions for 30D (new).
