I was never able to find any settings for the wig wag.

But you'd need to locate this mysterious Pin #1 in the white connector supposedly in the center console area (on PIU or SSV vehicles I imagine). I own an old 2010 SSV Expedition and it had a police upfitted center console that was removed before I got the truck. So I'm not sure where this connector wire (Pin #1) would be on our consumer grade trucks...I know it starts out at the BCM though. So the relevant output pin would just need to be grounded to enable the WW function whenever you needed it.

Why would a non LEO want this feature enabled?
Could be used for fire and EMS as well. In some rural communities, volunteer fire chiefs outfit their personal vehicles with emergency equipment since the depart any not have enough money to purchase a vehicle, or they buy a retail version - either new or used.

So this Z-flash thing works on a Lightning? Does it do anything with the light bars in the front and rear?
Specifically states at the link what it does. No, it doesn't do the light bars unless the front one is part of DRL.

Tech Specs:
  • Eight Flash Patterns
  • Plug and play; installs in just a few minutes
  • Includes switch, mounting tape, and hardwire cable
  • Easy activation using the included switch or OEM controls
When activated, the Z-Flash BCM 2300 can flash:
  • Low beam headlights
  • High beam headlights
  • Fog lights
  • Turn signals
  • Reverse lights
  • Tail lights
  • Daytime Running Lights
  • License plate lights
  • Center mount high stop light
