Consent decree was over a year ago, second largest settlement in NHTSA history, second only to Takata air bag settlement.It's an inspection of the air deflector. If it's falling off they will reattach or replace it.
On his podcast, Doug Demuro mentioned that Ford had entered into a consent decree with NHTSA due to past recall issues. As a result they are being super conservative when issuing recalls, hence the Guinness Book of World Records number of recalls. I suspect this recall falls into the category of recalls that wouldn't be recalls if not for the consent decree.
