Depending on your AHJ and their fees it could be legit.
For me as a homeowner (so my time filling out and delivering permit and being present for the inspection was all free)

Application - $40
Rough-in inspection - $40
Final inspection - $40
Subpanel -$40
Highamp circuit - $40

So I was at 160 for a basic install and 200 to include the subpanel. Time is going to be at least 75 an hour and for the inspections figure 30 min each (mostly waiting for inspector to arrive)... So I'm at 275 and I'm in Michigan so costs can vary a lot

Beat me to it. I was just going to post that my install back in July was close to that price for the permitting fee.

I didn't pay it when first requested because there was no evidence that they pulled a permit or were actually going to do the post-install inspection.

I got the proof I asked for, and was home when the local inspector came by. So then I paid the fee.

I declined the bid, and the installer emailed me and asked why. I told him the "permit fee" seemed excessive. He replied:

"You're right Lance. I agree with you.

But it's actually much cheaper than CA where my other office is. The thing is that is not only the permit fee. It's everything necessary to get the permit. That fee includes producing all the documents that the city requires for an EV Charger permit:

Permit application
Complete site plan
Single line diagram
Whole home load schedule
Data sheets for all the equipment
Submitting the package
Plan Check follow up
Permit issuance
Inspection coordination

In CA, the fee for all of this starts at $795. Some cities charge up to $650 or more just for the permit. I totally agree...it's outrageous.

I'd be happy to lower my price by $50 if that would help. But it's really a lot of work, and since every job is different, I really have to do everything from scratch. I just don't want you to miss Ford paying for the install over the permit cost. "

I pulled my own permits. Cost me about $250. $338 for a professional to do it doesn't seem excessive.

Local contractor tried to charge me $1,300 to install the FCSP, I declined and Q merit had another contractor come out, they quoted $0.00, I accepted.

Decline if you have to, my install was as basic as it gets, mounting location 35' from the main panel on the same exterior wall.

Bought the truck in June, charge station installed 8/08/25.

Mine was installed 9-2-25. My final cost was $0.00.

It's one of the great things about living in rural Kentucky. We "permit" as little as possible because we're Americans.

They sent two electricians who were here for 3.5 hours. Used 30 feet of conduit, wire, etc. Took some pictures of installation, asked me to sign off on it, and they were out the door by lunch.

Getting a charger installed for $300 is still a great deal. Your cost on wire/conduit and time is going to quickly approach that if you do it yourself.
It really depends on where you live, but I would take that deal. Your contractor seems like quite a nice guy with the response he sent.

It is more than the cost of the permit fees in your area, it takes them time to request and obtain the required permits.

I guess none of you lives in Westchester county just north of NYC. My “permitting” fees was $650 and this was filed direct by the Qmerit installer. A lot of contractors here use third parties to file the permits which adds an extra $100-150.
