First of all it looks like trash.
It's going to split and warp and delaminate and look even worse.
As it does that it's pinning water up against your house, obviating the paint's ability to keep water out.
As will all the screw holes you've put into your hose. Easy vector for water and mold.
It's going to hold moisture in as if it was steam bath in the summer. It would essentially be the same as submerging it for a short period of time.
I give that charger 4 months before it fails, or the breaker is constantly faulting.
