Feel bad for the innocent guy in the red vehicle that got hit. It does seem like the driver was having issues.
This reminds me of the floor mat situation with Toyota. I never got the deaths because there's multiple things you can do.
Shift into neutral.
Apply the brake
Apply the E-brake
Turn off the engine.. ETC..
Sure seems like this wasn't the car and it was another factor.

I believe all new cars have a "pyro fuse" which when the airbags deploy fires and doesn't allow the engine to be started (Or I guess the contactors to connect in EV's?I know BMWs will kill the engine when a crash is detected. I think that's something all automakers should implement in some form. It could be a software function that still allows power steering and braking and maybe acceleration for a short period to allow a driver to navigate and bring the vehicle to a safe stop.
