This might explain my situation. Home internet is straight T-Mobile router. I use a VPN on my T-Mobile phone. Comma download worked when tethered to phone hotspot. I'm in a fairly rural area, so it's likely that my home internet and phone are both on the same T-Mobile tower. VPN on the phone might be the difference.Well, you can't install a VPN on the comma, and he said his networking skills were weak, so I doubt he can set one up on his router. I'm not sure what happens when you fire up a VPN app on your phone and then hotspot, but it could be worth a try.
EDIT:
I have had the same issue a couple of different times now where the phone tethering allows the download but the home internet will not. It's all starting to make sense now.
Most of the time, home internet does work though.
