I plug in almost every day to our Ford Charger, but today I am only charging at 3.3kw (16a) as opposed to the normal rate of 9.6kw.

What can be the problem?
Is it a Ford / truck issue?

Charge rate is set to 48a,

Make sure the FCSP firmware is up to date. There was a firmware version a while ago that had that exact symptom. I had it happen once. Updated firmware and that cleared the problem. Other people have reported the same thing.

Though your charger is set to 48a, and assuming it's a FCSP, there is a 'software' setting in Fordpass, that can be corrupted, or stuck at a lower than optimum rate.

You can find this under the Energy tab> Charge Station> Settings> Max Charge Current> Edit> slider to the right most available level> Save

You may need to repeat the adjustment a couple times and power cycle the EVSE by turning the circuit breaker feeding it OFF > ON to make the change stick.

If that does not work. test the trucks ability to charge on Level 2 equipment at a public charging station to see if you get better performance, take note that some of these units are also limited in amperage.

I would cut power to the charger via the breaker to give it a reboot then measure again.

Assuming you've tried what others suggested above, time to call an electrician. Need to make sure you're getting both legs of 120v for 240v total to the charger.

Check the truck for DTCs. There could be an issue in the truck thatโ€™s causing the issue.

Iโ€™ve been charging at 9.6 kw for some time but for no apparent reason Iโ€™m charging at 3.3kw.

Check your app and truck settings to make sure it's still set for 48a, updates have been reported to set the rate lower.

What evse do you have?

Is your electric vehicle service equipment [EVSE] a Ford Charge Station Pro or a Ford Connected Charge Station ?

OK, make sure to check what I pointed out in post #3, we've had a few folks, SELF INCLUDED find the setting derated for unknown reasons, make sure it's set to maximum value.

Yeah problem being I cannot get the app to connect with the CSP. Phone WiFi connects to CSP, but then app simply does not connect. I have no way to manage the CSP.
